Where to start

The Local Civil Registrar

A marriage licence is applied for at the Local Civil Registrar in the city or municipality where either of you resides — not where the wedding takes place. If you live in San Pedro, that is San Pedro City Hall.

Call ahead. Office hours, appointment systems, fees and the exact document list differ between registrars and change without much notice.

The 10-day posting After you apply, the registrar posts the application publicly for ten consecutive days before the licence can be released. Plan your date around it.
Licence validity Once issued, a marriage licence is valid nationwide for a limited period. Confirm the current window with your registrar so it does not expire before your date.
A church wedding is separate Parishes set their own requirements, seminars and schedules on top of the civil ones. Contact your parish early — ours are listed on the nearby churches page.

A typical starting list. Your registrar may ask for more, fewer, or different items.

PSA birth certificate For both parties.
CENOMAR Certificate of No Marriage Record from the PSA, for both parties.
Valid government ID For both parties, plus the fee the registrar sets.
Pre-marriage counselling Most registrars require a certificate from a seminar or counselling session.
Parental consent or advice Required by age. Consent applies to younger applicants; advice applies to a slightly older bracket. Confirm the current age brackets with your registrar.
If previously married Additional documents apply — an annulment decree, a death certificate, or a court order. Ask the registrar what your specific situation requires.
